At the edges it is folded so as to create an upturned short brim. The flat felt is used to attach to the furry felt underneath, which then becomes visible on one side and the front. There is a flat felt band that secures a thin, long and curved feather that projects upwards. The feather is not permanently attached, so it can be taken off if preferred.
